Exodus 32:25

And when Moses saw that the people was scattered,—for Aaron [had] scattered them [so as to be] a rejoicing to their enemies,—

And when Moses saw that the people were naked; (for Aaron had made them naked unto their shame among their enemies:)

When Moses saw that the people were out of control, (for Aaron had let them lose control, causing derision among their enemies),
